Soon after the editorial, the People's Daily publicized the case of Sanho County. Sanho, in Hebei Province, suffered severe damage during the earthquake of 1976. The situation was aggravated by a flood in 1977 that affected the crops. Some 3,400 commune families were homeless and lived in makeshift tents. The county's Party committee, however, commandeered free labor from the production teams to build a new auditorium. Following this example, seven communes and more than ten county agencies began a spree of building new offices. Someone wrote a letter to the prime minister's office that received the attention of Chairman Hua Guofeng. Hua condemned the Sanho cadres and sent the case to the provincial committee for action. Meanwhile, the Party's Central Committee disseminated a report on the errors of Sanho to all units in the nation as a negative example to be avoided.",
